Apparently, there are concerns over the current pooling arrangements with TOTE Tasmania, and the Government is anxious to ensure that Victorian racing industry revenues are not jeopardised by any so-called 'predatory practices' of pooling partners. Hulls, the man who wants to ace jumps racing in Victoria, says there's a risk of 'revenue leakage' from Victoria to the jurisdictions of pooling partners who have lower tax rates. This is because of the potential for them to offer rebates and inducements.
